Establishes that Superintendent of State Police holds rank of Colonel of State Police; permits appointment of retirant without reenrollment in SPRS.

The certification requirement for holding the rank of Colonel was changed from 'complete, update, or renew any New Jersey State Police Academy basic police officer certification' to simply 'be a graduate of the New Jersey State Police Academy,' lowering the bar for qualification.

A new condition was added: the superintendent only needs to apply for and obtain a law enforcement license 'if the superintendent does not already hold an active license,' creating an exemption for those who are already licensed.

The fixed salary of $210,000 (citing P.L.1974, c.55) was removed and replaced with the general language 'as shall be provided by law,' removing the specific dollar amount from the statute.

Subsection e was deleted in its entirety, removing the requirement that the Superintendent of State Police also serve as and perform the duties of the State Director of Emergency Management.

Senator Henry was added as a co-sponsor alongside Senators Diegnan and Gopal.

The retirant appointment provision was restructured: instead of two separate sentences about eligibility and non-reenrollment, it now states the person is appointed 'without reenrollment in the retirement system' and changes 'shall hold the rank of Colonel' to 'shall be eligible to hold the rank of Colonel,' making the rank a possibility rather than an automatic entitlement.
