Requires Division of Pensions and Benefits to provide report on available funds in local government part of SHBP prior to transferring funds from State part of SHBP; requires monthly reporting on certain assets in SHBP.

This bill requires the Division of Pensions and Benefits to provide a detailed report to the State Health Benefits Commission (SHBC) before transferring funds from the State portion of the State Health Benefits Program (SHBP) to the local portion. The report must include available funds, expected claims costs, and premiums for the local SHBP funds. Starting 30 days after the bill takes effect, the Division must also submit monthly reports to the SHBC showing cash balances, claims costs, and premiums collected for both State and local SHBP funds. The bill does not change benefit amounts or eligibility but increases transparency around fund transfers and balances.
