Provides for development of searchable "Municipal Penalty Database."

This bill creates a public online database tracking fines imposed by New Jersey municipalities for ordinance violations. Municipalities must submit quarterly data on fine types, amounts, violation counts, and collected revenue, which the database will display and update every three months. Non-compliant municipalities face a $25 fine limit for violations until they submit required reports, and residents cited during non-compliance periods can use this as a defense against higher fines. The database will be searchable by municipality, retain all past reports, and allow public feedback.
