Authorizes creation of vertical motorcycle license plates.

S 1697 allows motorcycle owners in New Jersey to apply for vertically mounted license plates by paying a $20 application fee in addition to standard registration costs. The New Jersey Motor Vehicle Commission will issue these plates, which must be displayed vertically and cannot be used horizontally. This change amends existing vehicle registration law to provide motorcycle owners with an alternative plate orientation option.
