Changes certain driver testing and education requirements for persons with disabilities.
What changed between versions
The shared-roadway language in driver exams and driver education was simplified. The removed text specifically referenced P.L.2021, c.194 (C.39:4-92.4) and described 'a driver's responsibilities when approaching and passing a pedestrian or person operating a bicycle or personal conveyance on the roadway' along with penalties for non-compliance. The added text replaces this with simpler language: 'passing a cyclist on the roadway, recognizing bicycle lanes, navigating intersections with pedestrians and cyclists, and exiting a vehicle without endangering pedestrians and cyclists.'
A cross-reference was corrected from P.L.2025, c.103, s.1 to P.L.2021, c.139, s.4 in the rear visibility system definition section.
A STATEMENT section was added at the end of the bill describing its purpose: allowing persons with disabilities age 16 to obtain examination permits before age 17, permitting road tests with a parent or guardian present, removing the dual pedal vehicle requirement during driving education, and defining 'person with a disability.'
Various technical corrections were made including removal of bracketed editorial language (e.g., '[it] the commission' changed to 'it or a person authorized by it', '[provided,] however, [that]' changed to 'provided, however, that'), a typo fix ('Individual Tax Taxpayer Identification Number' corrected to 'Individual Taxpayer Identification Number'), and removal of the co-sponsor designation for Senator Henry.
The sentence 'A parent or guardian of a person with a disability who is a holder of the special permit shall be allowed to be present in the motor vehicle during an approved behind-the-wheel automobile driving education course' was removed from section 4. However, the newly added STATEMENT still describes this as a provision of the bill, creating an inconsistency.
