This bill requires New Jersey nursing homes licensed for long-term skilled care to establish a permanent morgue for storing deceased residents during regular times (non-emergent periods) and maintain a separate emergency morgue space for public health emergencies like epidemics or disasters. The permanent morgue must be a secure, refrigerated area, while the emergency morgue can be a mobile unit (e.g., refrigerated vehicle) or temporary facility. Nursing homes must deploy the emergency morgue space within 72 hours of a public emergency declaration and keep it operational until the emergency ends. This applies to all licensed nursing homes, including Veterans' Memorial Homes, but excludes hospitals, assisted living facilities, and other non-nursing home settings.
