Permits hiring police officers prior to taking training course.

This bill allows New Jersey municipal and county police departments to hire entry-level officers before they complete the required Basic Course for Police Officers training. Departments must adopt a resolution authorizing the hire and implement conflict of interest/nepotism policies. The new hire (classified as a "probationary" officer) must complete the training within nine months (with up to six months additional time in specific cases) and will be promoted to full entry-level status upon successful completion. The Civil Service Commission will oversee implementation and exempt these hires from the standard civil service examination requirement.
