Requires MVC to issue special windshield stickers marking electric vehicles exempt from emission inspections.
What changed between versions
A new subsection (a) adds a standalone definition of 'electric vehicle' within the bill: any vehicle powered solely by electric without an on-board engine or generator that does not use hydrocarbon fuel to create electricity. It includes plug-in electric vehicles but explicitly excludes plug-in hybrid electric vehicles.
The amendment to R.S.39:1-1 (the general New Jersey vehicle code) is bracketed out and removed from the short title, meaning the bill no longer changes the statewide statutory definition of electric vehicle.
The reference for what qualifies as an electric vehicle now points to the new local definition in subsection (a) rather than to R.S.39:1-1, and plug-in hybrid electric vehicles are explicitly excluded from receiving the sticker and the associated emission inspection exemption.
Sections were renumbered: original Section 2 became Section 1, original Section 3 became Section 2, and original Section 4 became Section 3. Cross-references were updated accordingly. The legislative statement at the end was removed as is standard when a bill is reported out of committee.
