Previously, fees could only fund beach facilities themselves; this expands allowable uses to adjacent tourism-impacted areas like streets, parks, or public spaces. Municipalities must publicly explain how these expenditures relate to beach tourism impacts on their website and in annual financial audits. The bill also clarifies that fee exemptions for seniors, disabled individuals, and military personnel remain in effect.
