Permits new cigar lounges to be opened under certain circumstances.

This bill (A 1036) allows New Jersey municipalities to permit new cigar lounges under specific conditions. Municipalities can adopt ordinances limiting the number of new lounges, and applicants must register with their local health board. To qualify, lounges must generate at least 15% of income from on-site tobacco sales/humidor rentals (excluding vending machines), not sell food/alcohol (except private events), maintain a separate entrance, have proper exhaust systems, and ban hookah use. Existing lounges operating before 2004 are already exempt under current law; this bill creates a new framework for new locations.
