Permits certain noncitizen teachers to be eligible for tenure.

This bill allows certain noncitizen teachers in New Jersey to become eligible for tenure in public schools. It removes a current barrier by amending law to permit noncitizens who have declared U.S. citizenship intent (or participate in approved teacher exchange programs) to qualify for tenure if they meet standard requirements. Teachers holding existing noncitizen teaching certificates will have their prior teaching service counted toward tenure eligibility. The bill repeals two existing sections that previously prohibited noncitizens from obtaining tenure.
