Establishes Military-Connected Student Mental Health Grant Program; appropriates $1 million.

S 4984 establishes a state-funded grant program to expand mental health services for students with military connections in New Jersey school districts. The bill appropriates $1 million to the Department of Education for grants to districts with high concentrations of "military-connected students" (defined as those with parents/guardians in active duty, National Guard, or reserve components). School districts must apply, demonstrating majority of schools serve these students, and use funds to expand services, provide outreach, and offer counseling for students whose parent is called to duty. The program requires annual reporting by districts on service impacts and a biennial report by the Education Commissioner to the Governor and Legislature.
