Permits municipalities, counties, school districts, and political subdivisions to withdraw from civil service.

This bill allows New Jersey municipalities, counties, school districts, and other local political subdivisions to formally withdraw from the state's civil service system (Title 11A). It permits them to do so via a local vote or resolution, with the change taking effect six months later. Existing civil service employees retain their job protections and benefits, but new hires after withdrawal are not covered by civil service rules. Local governments that withdraw cannot rejoin the civil service system for at least five years.
