Licensing authorities cannot issue or renew a license if an applicant has child support arrears exceeding six months, hasn't provided required health coverage, or is subject to a warrant. The bill clarifies that applicants who dispute their obligation can request a hearing within 20 days, during which the license cannot be suspended.
