Renders contracts to provide criminal assistance unlawful; creates civil right of action for victims of certain criminal conduct.

S 4243 makes illegal any agreement where a person or business hides, alters, or destroys evidence to help a criminal avoid arrest, in exchange for money or other compensation. Such contracts - whether written or verbal - are declared void and against public policy. The bill gives crime victims the right to sue the person or business involved in these agreements. Victims must file a lawsuit within five years of discovering the evidence concealment.
