Prohibits sale and possession of certain fireworks.

This bill would ban the sale, possession, and use of most fireworks in New Jersey, including sparklers, party poppers, and smoke devices that were previously allowed for personal use by people 16 or older. It removes the current exception permitting these "sparkling devices and novelties" (like sparklers and party poppers) without a permit, restricting all fireworks to authorized public displays with municipal permits. Violations would carry penalties: up to 18 months in jail and a $10,000 fine for unlawful sales, or up to 30 days in jail and a $500 fine for unauthorized possession or use. The policy change eliminates personal use of common fireworks without special authorization.
