Establishes "Guaranteed Income Pilot Program" in DOLWD for residents of certain cities.

This bill establishes a two-year guaranteed income pilot program in New Jersey's Department of Labor and Workforce Development. It provides $500 monthly for 18 months to 500 randomly selected residents in seven cities (Paterson, Passaic City, Jersey City, Plainfield, Newark, Trenton, Camden), with eligibility limited to households earning under $80,000 annually and no more than one participant per household. The program collects voluntary spending and financial data from participants to study how unconditional cash payments affect individual spending habits and local economic conditions. A final report analyzing the results must be submitted to the Governor and Legislature within 10 months after the pilot ends.
