This bill requires new and existing residential substance use disorder treatment facilities in New Jersey to ensure at least 40% of their beds are available to NJ FamilyCare-eligible individuals (including Medicaid and CHIP participants). Facilities must meet this 40% requirement within 12 months of initial licensure (for new facilities) or license renewal (for existing facilities), and maintain it thereafter. The Department of Health may deny initial licenses or renewal if facilities fail to comply with this bed allocation standard. This applies to facilities providing 24-hour care for substance use disorders, including halfway houses, detox centers, and long-term residential programs.
