S 3951 New Jersey Senate · 2024-2025 Regular Session

Requires certain providers of substance or alcohol use disorder treatment, services, or supports to be assessed for conflicts of interest prior to receiving State funds, licensure, or certification.

New Jersey's Senate Bill S3951 requires state agencies and local entities that distribute funds or grant licenses to substance and alcohol use disorder treatment providers to assess those providers for conflicts of interest before awarding funding or certification. The assessment, conducted annually at most, mandates providers to submit detailed financial statements, board member information, stakeholder lists (including secondary financial ties), and staff employment details. If a conflict is identified that could impair treatment quality, the provider is temporarily barred from receiving state funds or licensure until the conflict is resolved. Providers must submit proof of resolution, after which funding or certification is promptly restored. This applies to all licensed or certifying entities providing substance use disorder services in New Jersey.
