This bill creates preservation bonus credits for New Jersey municipalities that protect specific environmental and cultural resources. Municipalities with boundaries containing protected resources like critical water sources, wildlife habitats, historical sites, or climate resilience areas can earn bonus credits toward their affordable housing obligations if they enact protective regulations. The Department of Community Affairs and Environmental Protection will develop formulas to determine credit amounts based on factors including ecological importance, biodiversity, rarity, and societal value. These credits count toward the 25% cap on bonus credits that can be applied to a municipality's affordable housing requirement, incentivizing environmental protection while helping municipalities meet housing goals.
