Establishes additional manner of employer compliance to provide earned sick leave for certain employees subject to collective bargaining agreements.

The bill now applies only to employers in the ready-mix concrete industry whose employees are under a collective bargaining agreement, rather than to all employers offering paid time off under a CBA.

Compliance is no longer based on the employer voluntarily offering 40+ hours of paid time off per benefit year. Instead, compliance requires that the collective bargaining agreement itself mandates the employer provide fully paid time off of 40 or more hours per benefit year.

All retroactivity to the effective date of P.L.2018, c.10 (the state earned sick leave law) was removed from both the compliance provision and the effective date section. The bill now takes effect immediately without any look-back period.
