S 3231 allows New Jersey's Commissioner of Labor and Workforce Development to temporarily appoint up to three additional members to the Board of Review (which handles unemployment benefit appeals) using two methods: interim appointments of current state employees or part-time appointments of non-state employees. If three extra members are added, the Board’s size increases from three to six, requiring the Commissioner to form two independent panels of three members each to handle appeals cases. This change enables faster processing of benefit disputes by creating parallel review panels that can operate simultaneously. The bill also removes a rule preventing Board members from participating in cases where they have a personal interest. (S 3231, enacted May 13, 2024)
