S 2509 directs New Jersey's State Board of Education to create three new teacher certification endorsements: one for teaching students with disabilities (across all grades except for blind/visually impaired or deaf/hard of hearing students), one for kindergarten through grade 8 (allowing instruction in grades K-6 and specialty subjects in grades 7-8), and one for bilingual and bicultural education (requiring language proficiency and an approved program). Currently, special education teachers are limited to specific grade levels, and bilingual teachers must hold separate subject or grade endorsements. The bill allows teachers with existing special education endorsements to apply for the new endorsement. This change takes effect immediately.
