Provides additional temporary contracting powers to county improvement authorities.

S 2280 validates agreements and contracts entered by New Jersey county improvement authorities in the two years before the bill's effective date, provided they followed existing public contracting rules. It authorizes a two-year pilot program for one designated county improvement authority (in a county with specific population and density criteria) to enter into more agreements and actions without additional restrictions, as long as they comply with public contracting laws. For projects under a specific provision, the pilot authority must use project labor agreements and pay workers the prevailing wage. The pilot authority must submit a report on the program's effectiveness after 30 months. This bill applies only to one qualifying authority and does not change standard contracting rules for other counties.
