This bill requires New Jersey's Department of Corrections (DOC) to notify inmates in writing about outstanding motor vehicle fines or penalties (from Title 39 traffic laws) at the time of their release from state prisons. It adds these traffic fines to the existing list of financial obligations DOC must disclose, including other fines, assessments, and warrants. Inmates will receive a 90-day grace period after release during which no arrest warrants can be issued for nonpayment of these traffic fines, and they will be permitted to establish a reasonable payment plan for these debts after the 90 days. The bill clarifies that inmates remain responsible for paying these fines but prohibits additional penalties for them while incarcerated.
