Establishes "Affordable Housing Obligation Study Commission."

S 2084 creates a temporary seven-member "Affordable Housing Obligation Study Commission" to examine New Jersey's affordable housing policies. The commission, appointed by legislative leaders and the governor, will study past housing practices, analyze population growth and housing needs, and hold public hearings. It must produce a report within 365 days with recommendations for municipalities and state agencies on meeting affordable housing obligations. The commission will expire immediately after the report is published. This bill does not change existing laws but directs a formal study to inform future housing strategies.
