What changed between versions
The basic skills test exemption was expanded from four specific certificate types (certificate of eligibility, certificate of eligibility with advanced standing, provisional certificate, and standard instructional certificate) to ALL instructional certificates, with the only exception being limited certificates of eligibility established under P.L. 2021, c. 224.
New Section 13 repeals P.L.2023, c.180 (C.18A:26-34.1 et seq.), which had established an alternative certificate of eligibility pathway.
New Section 11(b) prohibits the State Board of Education from requiring a commissioner-approved educator preparation program to require completion of a basic skills test (including Praxis Core) as a condition for admission to the program.
New Section 12 requires the State Board of Education to adopt rules and regulations under the Administrative Procedure Act to implement the act.
New Section 14 establishes staggered effective dates: one provision takes effect on the first day of the seventh month following enactment, while the remaining provisions take effect immediately.
