This bill freezes state spending for Fiscal Year 2026 by limiting total appropriations from the State General Fund, Property Tax Relief Fund, Casino Control Fund, Casino Revenue Fund, and Gubernatorial Elections Fund to the same levels spent in Fiscal Year 2025. Any revenue collected in FY2026 exceeding FY2025 totals must be deposited into the Debt Defeasance and Prevention Fund in FY2027. The rule does not apply to federal revenue or constitutionally dedicated state funds. The bill takes effect immediately and expires July 1, 2027.
