Prohibits setting of snares or cable restraint traps on certain National Guard property; establishes penalties.

This bill prohibits setting snares or cable restraint traps on National Guard property that is 150 acres or larger and located in a municipality with a population density of at least 1,500 people per square mile (based on the 2020 census). Violators face civil penalties of $100-$200 for a first offense and $200-$500 for each repeat offense, with each trap set counted as a separate violation. The Commissioner of Environmental Protection will enforce the law and collect penalties under New Jersey’s Penalty Enforcement Law of 1999. The bill takes effect immediately and applies to relevant National Guard lands meeting the specified criteria.
