Concerns certain workers' compensation supplemental benefits and funding method.

This bill extends cost-of-living adjustments (COLA) for workers' compensation supplemental benefits to employees or dependents injured after December 31, 1979, excluding public safety workers and certain pandemic-related cases already covered. Starting July 1, 2025, the Second Injury Fund will pay phased supplemental benefits (one-third in 2026, two-thirds in 2027, full amount from 2028 onward) to ensure the total benefit maintains the same percentage relationship to the maximum rate as the original award had at the time of injury. Benefits are reduced to avoid exceeding Social Security disability benefit limits, and payments below $5 weekly are excluded. The cost is funded by the General Fund, not employer assessments, and insurers must notify the fund within 60 days if supplemental payments are needed.
