This bill creates a new criminal offense called "strangulation chokehold" for specific law enforcement personnel, including police officers, corrections staff, probation officers, and related personnel. It prohibits intentionally blocking a person's nose or mouth or applying a chokehold (defined as any throat pressure hindering breathing) that causes serious injury or death during official duties. The crime is classified as a first-degree offense, carrying penalties of up to 20 years in prison, a $200,000 fine, or both. The law takes immediate effect and aligns with New Jersey's existing policy banning chokeholds except in life-threatening situations.
