This bill requires New Jersey municipalities with populations over 60,000 and violent crime rates exceeding 10 incidents per 1,000 residents (based on the state's Uniform Crime Report) to maintain a full-time police force of at least four officers per 1,000 residents. The requirement applies to cities meeting both population and crime rate thresholds, using the most recent state-published crime data. The law would take effect six months after enactment.
