This bill requires all New Jersey public colleges and universities (including Rutgers, NJIT, Rowan, and county colleges) to submit an annual report to the Secretary of Higher Education by January 1st. The report must detail all capital projects in planning or construction, including project names, locations, costs, funding sources, bond issuance plans, and the institution's total bonded debt. The Secretary must then post each institution's report on a publicly accessible website. This creates transparency about how public funds are used for construction projects across state higher education institutions. The bill takes effect immediately upon passage.
