Establishes expedited construction plan review program.
This bill establishes an optional program allowing property owners to pay a $500 premium fee per required plan review subcode area for expedited construction plan reviews under New Jersey's Uniform Construction Code. Owners can choose to have their plans reviewed by their municipality's enforcing agency (if the municipality offers this service) or by a licensed private plan review agency. Under the program, plans would be reviewed and either approved or denied within 10 calendar days of submission. The local enforcing agency would retain final authority over issuing certificates of occupancy and overseeing construction projects, even when a private agency conducts the expedited review. The Department of Community Affairs would establish licensing requirements for private plan review agencies to ensure they meet qualifications and can provide timely reviews.
