Requires MVC to issue license plate decals for identification of electric vehicles and plug-in hybrid vehicles.

This bill (A1250) requires New Jersey's Motor Vehicle Commission (MVC) to issue free, green decals for electric vehicles (EVs) and plug-in hybrid vehicles (PHEVs) registered in the state. The decals would be removable, transferable, highly visible, and reflective to help law enforcement and first responders identify these vehicles. Owners must display the decals in a specified manner and return them to the MVC within 30 days of ending ownership or lease. The bill defines EVs as vehicles powered solely by electric motors and PHEVs as vehicles that can be charged externally but aren't solely electric. The MVC will work with the Division of Highway Traffic Safety to design the decals and establish display requirements.
