A 1141 New Jersey General Assembly · 2024-2025 Regular Session

Requires school districts and nonpublic schools to develop emergency operations plans; requires school districts to provide instruction on environmental and natural disasters to students enrolled in grades kindergarten through 12.

This bill requires all New Jersey public school districts and nonpublic schools to create emergency operations plans covering natural disasters, active threats, and other emergencies. School districts must also integrate annual instruction on disaster preparedness - including evacuation procedures and emergency responsibilities - into K-12 science, health, and social studies curricula. The plans must coordinate with state/local emergency responders, include procedures for testing and updates, and be reviewed by state education and emergency management offices. Nonpublic schools must provide student training on emergency protocols but are not required to add disaster education to curricula. The law takes effect immediately, with curriculum changes applying in the first full school year after enactment.
