The campaign will provide information in English and Spanish on state health websites and distribute materials through hospitals, clinics, child care centers, pharmacies, and community organizations to help parents and caregivers understand normal infant crying patterns and prevent abusive head trauma. It specifically aims to reduce incidents of shaken baby syndrome by educating caregivers that unsoothable crying is developmentally normal and should not lead to shaking an infant. The Commissioner of Health must report on the campaign's progress to the governor and legislature within two years.
