The Associate Administrator for Spectrum Management position no longer requires a career Senior Executive Service appointee, and may now report to the Under Secretary or a designee rather than directly to the Under Secretary.
Section 203(a) prototyping duties now require NTIA to act 'in coordination with the Commission and in consultation with other relevant Federal agencies,' adding a new coordination requirement.
Added a rule of construction in section 101(c) stating that the amendments to NTIA authorities and responsibilities may not be construed to expand or contract the authority of the FCC.
Added a new provision allowing classified information filed by the Under Secretary on behalf of Federal entities in FCC proceedings to be submitted using appropriate protective measures to prevent unauthorized disclosure.
The Policy and Plans Steering Group (PPSG) is renamed throughout the bill as the Interagency Spectrum Advisory Council (ISAC).
