The bill prohibits fees on developments already designated as affordable housing and requires the regional plan to specifically identify linkage fees as a tool for affordable housing development. It applies only to regions with an interstate compact planning agency and mandates that local governments base fees on an "essential nexus" between new development and affordable housing needs.
