What changed between versions
Changed the definition of 'long-term English learner' to mean a pupil classified as an English learner for more than 6 consecutive years after first identification, removing previous language about living in the United States.
Added requirement for school districts to determine the percentage of pupils in each category, not just the number.
Added requirement to collect and report data on teachers with bilingual education or ESL endorsements and those trained in district language instruction programs.
Modified grade retention exemption criteria to allow students to qualify by demonstrating mastery of grade 3 reading standards through a portfolio instead of requiring mastery beyond grade 3.
Added specific reporting deadlines: school districts must submit reports by August 1, and the Department must submit reports to the Legislature by February 1.
