Added a new provision allowing aggrieved persons or district attorneys to file civil actions against landlords who violate the background check or key management requirements, seeking declaratory relief, damages, and attorney fees.

Restructured the definitions section to first define 'covered premises' and then define 'landlord' as excluding financial institutions and real estate brokers, clarifying who the law applies to.

Added a joint sponsor (Assemblymember O'Neill) and updated the reprint date from April 14, 2025 to May 15, 2025.
