Makes an appropriation for a forensic DNA testing program. (BDR S-868)
AB 473 appropriates $500,000 from the State General Fund to the Department of Public Safety's Records, Communications and Compliance Division to fund a forensic DNA testing program. The funds may be granted to county-designated forensic labs to: (1) conduct DNA testing for unidentified deceased persons, and (2) perform forensic genetic genealogy testing when initial DNA matches in CODIS (the national DNA database) fail. All funds must be spent by June 30, 2027, with any unspent balance reverting to the State General Fund by September 17, 2027. This bill directly supports law enforcement in resolving unidentified remains cases and cold cases where standard DNA matching is unsuccessful.
