State agencies must now make a concerted effort to notify chambers of commerce and trade associations about workshops related to proposed regulations affecting small businesses.
State agencies must include the total number of affected small businesses and a list of notified trade associations in their small business impact statements.
State agencies must maintain and annually update an electronic mailing list of local chambers of commerce, trade associations, and business owners/officers.
Local governments are no longer exempt from procedural requirements when adopting rules that impose, increase, or change the calculation basis for impact fees or sales and use taxes.
Actions by local governments that violate procedural requirements for adopting rules are now explicitly declared both void and unenforceable.
