Replaced the requirement to maintain a 2.0 GPA with a requirement to meet the school's satisfactory academic progress standards.

Changed the Board of Regents' authority from optional ('may') to mandatory ('shall') for granting certain waivers.

Added a joint sponsor designation for Senator Taylor and updated the reprint date to June 2, 2025.

Changed the age threshold language for unaccompanied youth from 'before attaining the age of 25 years' to 'after attaining 13 years of age' to clarify the eligibility window.

Reorganized and expanded Native American student fee waiver eligibility to include five pathways: tribal membership, high school graduation, high school equivalency completion, current high school enrollment, or descent from Stewart Indian School attendees.
