Change provisions relating to student enrollment

Extended preliminary enrollment protections for military families to apply to students with individualized family service plans, individualized education programs, or special education accommodations when they receive military orders.

Added new provisions (paragraphs 9 and 10) establishing residency rules for students who are wards of the state or wards of court, and for students residing in licensed residential care settings.

Changed the bill's introductory information from 'Enrollment and Review' to 'Final Reading' and updated the sponsor list from 'Guereca' to multiple sponsors including Rountree, Holdcroft, Prokop, Sanders, Conrad, Raybould, and Andersen.

Added requirement that preliminary enrollment policies for military families must also apply to students with special education needs or individualized education programs.
