Revise central committees notification process laws

Updated the statutory requirement for notifying precinct committee representatives to explicitly include 'e-mail' as a valid delivery method alongside mail and newspaper publication.

Updated the notification method for county convention calls to explicitly include email alongside newspaper publication and mail, replacing the previous requirement to only mail or e-mail (which was ambiguous) with a clear permission to use email.

Replaced the requirement to mail a copy of the convention call with an option to email it, expanding notification methods.

Clarified that the gender of the presiding officer and vice presiding officer must not be the same.

Added standard enrolled bill certification language and signatures for the Secretary of the Senate, President of the Senate, and Speaker of the House.

The bill number was changed from LC 2170 to SB 366.1, and the header was updated to indicate it is a Senate Bill introduced by M. Regier.
