Revise laws regarding legislative subpoenas

This bill establishes a formal process for the Montana Legislature to hold witnesses or record producers in criminal contempt when they fail to comply with legislative subpoenas. It allows legislative bodies to issue subpoenas and then use a simple resolution during sessions or a poll of all legislators when the legislature is not in session to determine if a majority supports contempt charges. Once a majority votes to approve a contempt proclamation, the matter is certified to the attorney general for prosecution as a misdemeanor, punishable by a fine up to $1,000, up to 12 months in county jail, or both. The bill amends existing Montana Code sections to clarify these procedures and penalties for refusing to appear as a witness or produce requested records.
