Establish the archer with impaired mobility permit

This bill establishes an "Archer with Impaired Mobility Permit" for Montanans with permanent mobility impairments who are nonambulatory (permanently reliant on a wheelchair or similar device). It allows permit holders to hunt game animals during archery seasons using modified archery equipment that supports drawing the bow or specific crossbows meeting strict requirements (minimum 125-pound draw weight, 500-grain bolts with fixed-blade broadheads). Permit applicants must complete hunter education and obtain physician or advanced practice nurse certification of their condition. A companion must assist with dressing harvested game and may help pursue wounded animals when the permit holder cannot.
