Creates provisions that allow for transfer of utility service to a spouse of the account holder without additional fees under certain circumstances

This bill allows a spouse to transfer a utility account without extra fees or deposits when the current account holder dies or is incarcerated for over 60 days, provided the account was in good standing. Utilities may still require a deposit if the spouse has unpaid bills from the last five years, previously interfered with service, or fails to provide ID like a photo ID and Social Security number. If a deposit is required, utilities must permit installment payments unless the spouse has a history of service interference. Documentation such as a marriage certificate is needed to complete the transfer.
