Modifies provisions for the joint committee on administrative rules

HB 1641 expands the authority of the joint committee on administrative rules to review state agency actions. The committee can now examine any rule, policy, or guidance document with broad impact - including those not formally adopted under state rulemaking laws - and demand documents or witnesses from agencies. If an agency action exceeds its legal authority or imposes significant costs, the committee can issue a 30-day compliance notice requiring corrective action. Agencies must also file notices within 10 days for policies affecting the public that weren’t properly adopted as formal rules. The committee must annually report its findings to the legislature, which will consider these reports during budget decisions.
